Oracle has deprecated Non-CDB architecture since Oracle Database version 12.1.0.2 and same has been desupported from Oracle Database 21c and above.
However there are customers using Oracle 19c with Non-CDB architecture.
Can they migrate to Exadata Database Service on Dedicated infrastructure(ExaDB-D) and continue to use Non-CDB architecture (in 19c)?
Yes , they can create a Non-CDB database using dbaascli and use that as a placeholder database for migration.
dbaascli is the simple command line tool available with ExaDB-D.
Let’s dive in to find out.
Prerequisites
There are very few things that we need to take care before proceeding with database creation.
a. Creation of an Oracle Home
Create an Oracle Home on ExaDB-D using console or dbaascli.
The Oracle home version must be the same as the source database or of a higher RU version.
b. Check the version of dbaascli
We require a minimum version of 22.2.1.0.1 for this task but it is always recommended to update dbaastools rpm to latest version.
Check the current version using below command.
dbaascli --version
Below is sample output.

Create Non-CDB Database
We can use below command to create a Non-CDB database.
dbaascli database create --dbName <db_name> --dbUniqueName <db_unique_name> --dbCharset <database characterset> --dbNCharset <database national characterset> --oracleHome <oracle home path> --createAsCDB false
We have to provide database SYS and TDE password for the database which is going to be created.
Below is sample output.

Please note that database unique name, database character set and national character set parameters are optional and they will have default values if you don’t specify them.
Below is sample snippet of last few steps of the successful job.

Verify the database (Optional)
I have checked availability of the database in console . It takes less than 1 hour for the database to be visible in console.
How to Troubleshoot ?
You can check the logfile for dbaascli under below location.
/var/opt/oracle/log/<db_name>/database/create
Tips :
dbaascli is very handy command line offering various other capabilities which are some times not possible from cloud console.
